Telecom Operators Bet on Open Models for Sovereign AI Infrastructure

NVIDIA's latest telecom survey shows 89% of operators prioritize open-source models. From network automation to customer care, telcos are fine-tuning open foundations like Nemotron for production workloads — creating new demand for flexible GPU cloud capacity.

Telecom operators are shifting AI strategy toward open-weight models to retain control over data, compliance, and deployment topology. NVIDIA's 2026 State of AI in Telecommunications report finds 89% of respondents rate open-source models and software as critical to their roadmap. The rationale is pragmatic: open foundations lower the cost of accessing frontier-grade reasoning while allowing operators to reserve proprietary models for high-value niches.

Five Drivers Behind the Shift

  • Cost-efficient intelligence: Benchmarks such as Artificial Analysis Intelligence Index v4.3.2 show leading open models closing the gap on reasoning, coding, and agentic tasks.
  • Telco-specific tuning: Open weights and training recipes let carriers inject network telemetry, subscriber data, and operational playbooks.
  • Governance & trust: Full visibility into model artifacts supports regulatory alignment and internal audit requirements.
  • Deployment flexibility: Models can be quantized and sized for public cloud, private data centers, or far-edge sites.
  • Revenue expansion: Operators can host and fine-tune open models as managed AI services for enterprise and government tenants.

NVIDIA's Nemotron family — including the new 30-billion-parameter Nemotron 3 Large Telco Model fine-tuned by AdaptKey on open telecom datasets — exemplifies this approach. SoftBank Corp. is already building its SoftBank Large Telecom Model on such open foundations to automate network design, configuration, and incident triage.

Why it matters for GPU / AI infrastructure: Each fine-tuning run and inference deployment translates into bursty, high-utilization GPU demand. Carriers need cloud partners that offer bare-metal GPU clusters, low-latency interconnects, and sovereign data residency — exactly the capability set AiGpu delivers across its Dubai and global points of presence.
