The Hidden Supply Chain Costs Powering the AI Boom

Harvard economist Willy Shih explains why the AI infrastructure buildout is colliding with fragile semiconductor supply chains, geopolitical tensions, and the hard limits of reshoring.

Global semiconductor supply chain map highlighting AI chip bottlenecks

The AI boom is not just a software story — it is a massive physical infrastructure buildout that is stressing global semiconductor supply chains to their breaking point. In a recent conversation, Harvard economist Willy Shih, author of Where Does My Stuff Come From?, laid out why the current moment resembles a "RAMageddon" where demand for high-bandwidth memory, advanced packaging, and cutting-edge logic outstrips the highly concentrated manufacturing base that produces them.

Why reshoring has stalled

Despite political rhetoric and subsidies, the factories promised for American soil have largely failed to materialize. Shih points out that a fabrication plant cannot operate in isolation; it requires an entire ecosystem of specialty gases, photomasks, ultra-pure water, and a skilled workforce that takes decades to develop. The Foxconn Wisconsin episode remains a case study in ignoring these first-principles dependencies.

China's manufacturing dominance persists not because of low labor costs alone, but because of the dense, co-located supplier networks that enable rapid iteration and scale. Tariffs and export controls have shifted some assembly, but the deep-tier supply chain — substrates, chemicals, equipment — remains heavily anchored in East Asia.

Why it matters for GPU / AI infrastructure: Every H100, B200, or custom accelerator deployed in a cloud region sits at the end of a fragile, multi-tier supply chain. Disruptions in any single node — whether a substrate shortage in Japan, a neon gas interruption from Ukraine, or a packaging bottleneck in Taiwan — can delay rack-level deployments by quarters. For GPU cloud providers, supply chain visibility is now a core competitive advantage.
